طراحی مدل اجرای خطمشیگذاری اصلاح نظام اداری برنامه هفتم توسعه سازمانهای دولتی ایران

هدف پژوهش حاضر طراحی و اعتبارسنجی مدل اجرای خطمشیگذاری اصلاح نظام اداری برنامه هفتم توسعه در سازمانهای دولتی ایران بود. پژوهش از نظر هدف کاربردی و از نظر روش، آمیخته اکتشافی متوالی بود. در مرحله کیفی، با استفاده از روش فراترکیب، مطالعات علمی، اسناد، قوانین و منابع مرتبط با اصلاح نظام اداری و اجرای خطمشی بررسی و مفاهیم، مؤلفهها و ابعاد اصلی مدل استخراج شدند. در مرحله کمی، مدل مفهومی حاصل با استفاده از پرسشنامه محققساخته 45 گویهای در میان مدیران، کارشناسان ارشد و مسئولان مرتبط با اجرای اصلاحات اداری در سازمانهای دولتی استان آذربایجان غربی آزمون شد. حداقل حجم نمونه بر اساس فرمول کوکران 382 نفر تعیین گردید. دادهها با استفاده از مدلسازی معادلات ساختاری مبتنی بر حداقل مربعات جزئی و نرمافزار SmartPLS 4 تحلیل شدند. روایی همگرا و واگرا، پایایی سازهها، ضرایب تعیین، اندازه اثر، همخطی و ضرایب مسیر مورد ارزیابی قرار گرفتند. تمامی بارهای عاملی بیشتر از 0.826، مقادیر آلفای کرونباخ بین 0.877 تا 0.939، پایایی ترکیبی بین 0.922 تا 0.950 و AVE بین 0.725 تا 0.813 بود. هر 17 فرضیه پژوهش تأیید شدند. راهبری سیاسی ـ مدیریتی بر معماری نهادی اثر مثبت و معنادار داشت (β=0.514، p<0.001). معماری نهادی بر ظرفیتهای اجرا اثر مثبت داشت (β=0.398، p<0.001). شفافیت و کنترل عملکرد قویترین اثر را بر یادگیری و تابآوری اداری نشان داد (β=0.572، p<0.001). موانع مداخلهگر بر کیفیت اجرا اثر منفی داشتند (β=-0.209، p<0.001)، در حالی که مدیریت تغییر اثر مثبت نشان داد (β=0.235، p<0.001). همچنین، انطباق زمینهای روابط ظرفیتهای اجرا و حکمرانی شبکهای با کیفیت اجرا را بهطور معناداری تقویت کرد. اجرای موفق اصلاح نظام اداری برنامه هفتم توسعه نیازمند تعامل منسجم میان راهبری سیاسی ـ مدیریتی، معماری نهادی، ظرفیتهای اجرایی، حکمرانی شبکهای، شفافیت، یادگیری سازمانی، مدیریت تغییر و انطباق زمینهای است و مدل ارائهشده میتواند چارچوبی برای هدایت و ارزیابی اجرای اصلاحات در سازمانهای دولتی فراهم سازد.
